Is there a way to set report delivery standard on?
is this offset 3D bit 1? or doesn't this change this?

Yep,

Seem 0032_0001:
Offset 3D - bit 1: SMS delivery reports (1 on, 0 off)

But, I think it depends if your carrier support this or not.

my carrier supports this but will the report delivery always be on "on"? Or does this just enable the delivery report function? I can't try now because I dont have my cable with me.

I think it enables the function. Not sure, haven't messed around with this seem edit since my carrier does not support it.

The problem seems to be the same for others Motorola phone, like the L7, the V3 ...
