Adding languages to ROM
I was wondering where in Android is language pack. Is there any way to edit language or add new languages to system? I have DEXT and there is no Polish language for it so I would like to create it or edit existing language.

You can try this
MoreLocale 2 ~ Android Application v2.2.0 By C-LIS Crazy Lab. | Tools
but is not perfect. Also looking for the possibility of another language

Already tested that, it's poor. I'm looking for manually editing files from system.

U can decode each apk using apktools, translate the text there, save as a new locale and rebuild the apks. Also add the new locale to supported-locale.conf (dont remember the exact name).
A lot of work.
