need help in v3i

hi.... i saw some razr v3i phones with the windows xp styled theme. when they open or shut down phone, its same as a windows xp???? in thescreen it shows starting windows.??? how did they do this??? how did they change their v3i into a windows xp???? i really need help doin this. i dont know anything about how to do this. I would really appreciate if anyone could help me doing this....
