Language pack help!

My uncle is visiting from Mexico, and I really want to do him the favor of changing the language settings on his RAZR V3 to Spanish. Problem is, he only has language pack 0021, which does not include Spanish. My phone is not moded, so I was hoping I could get some user-friendly instructions on how to do this for him.

Any help?

R374_G_0E.40.9CR

Model: V3 (G8/9/1.8/1.9)

How do I check the version of bootloader?
