[G1][Localization] How to make a language pack

I want to make a language pack for my G1. I can see that in my G1\Setting\Locale&Text there is only English and Spanish.
But I dont know how. I'd not found any useful information from internet yet.
Any one know?

As far as I know all you need to do is change the 'Fallback font' and it'll display other languages

But root will be needed... Besides there are no downsides to rooting it
