Idea for a new home screen

Is there a way that someone could make either a theme, or a ROM, or whatever that would make the home screen look like this and allow the user to customize it? I like the options on the right side of the screen. I found it on the androidforums.com website. It was a screenshot from the Evo 4G. Lets us peek at your Screens! - Page 68 - Android Forums

I think a theme for one of the home replacement apps would be the easiest way to make it.
