If Cliq 2 was sold/subsidized/branded by a Latin American or Taiwan carrier then it would operate @ 850 MHz. But based on experience with Cliq/Dext and CliqXT/Quench there would be no way to switch between the two radios.

Does your phone indicate "3G" on the status bar? Voice (GSM) and data (EDGE/2G) will work fine on AT&T with an unlocked T-Mobile phone.
Motorola Cliq 2 (MB611)
Manufacturer Motorola
Compatible networks GSM 850/900/1800/1900, EDGE
HSDPA 850/1700/2100
AT&T's network uses the HSDPA/HSUPA standard on the 850- and 1,900-MHz frequency bands.Hic sunt dracones...
